Plans need room for what the estimate does not know.
I have often separated an internal target from an external commitment. The internal date creates time to integrate, test, and recover from ordinary surprises before the promised date arrives. That gap can protect quality and reduce the chance that every delay becomes a crisis.
The practice becomes questionable when the buffer depends on misleading the people doing the work.
If a team is told that an invented date is a fixed client commitment, urgency may increase for a while. It may also damage trust when the fiction becomes visible. People make choices about effort, personal time, scope, and risk based on the information they receive. A buffer is not solely the manager’s asset when other people pay for it.
I now prefer three explicit layers.
The commitment date is the promise made to a customer or stakeholder. It should reflect the evidence available and include reasonable contingency.
The working target is the date the team is aiming for. It can be earlier, but the reason should be clear: integration time, testing, review, or protection against named uncertainty.
The contingency is what remains unallocated. Not every detail needs to be broadcast in every conversation, but the people making delivery decisions should understand that uncertainty exists and how the reserve will be used.
Buffers also require discipline. Extra time should not excuse weak planning or permanent overcommitment. When the reserve is repeatedly consumed, the estimate, scope, staffing, or process needs examination.
There is no universal percentage. Novel work, familiar work, dependent work, and safety-critical work carry different uncertainty. The buffer should follow the risk rather than a manager’s desire to appear certain.
The aim is dependable delivery without manufactured pressure. A schedule is stronger when it protects room for reality and preserves enough trust for people to report what reality is doing.
