For a stalled project:
- Name the decision the analysis is meant to support.
- Set a review point appropriate to the consequence, not an arbitrary hour.
- Identify the smallest reversible action that could produce new evidence.
- Build, observe, and return to the analysis when the evidence changes.
Ownership does not mean doing whatever it takes or refusing to reconsider a plan. It means remaining responsible for both the decision and its effects.
